Project Overview Travel Confirmation Services (TCS) is a UAE-registered B2C platform providing legitimate travel confirmation documents for international visa applications. Customers are visa applicants who require verifiable flight reservations, hotel bookings, and travel insurance certificates to satisfy embassy and consulate requirements before committing to non-refundable travel purchases. Our previous developer and PNR provider arrangement has been terminated. We require a developer or small agency to take complete ownership of this build — from GDS integration and payment processing through to multi-language delivery and automated document fulfilment. This is an operational business in a proven market of 15+ million annual visa applicants. We are not a concept. We need a developer who can execute. Platform Scale The platform is designed to handle up to 3,000 transactions per day across all three product lines at full operational capacity. Architecture must be built for this volume from day one, with the ability to scale further. This is not a low-volume prototype. 2. The GDS / PCC Requirement — Explained Because this requirement has caused issues in previous engagements, we are explaining it in detail here so applicants understand exactly what is required before applying. What is a GDS? A Global Distribution System (GDS) is the centralised reservation network used by airlines, travel agencies, and booking platforms worldwide to access real-time flight inventory and create bookings. The major GDS providers are Amadeus, Sabre, and Travelport. When a travel agent books a flight, it is done through a GDS. The PNR (Passenger Name Record) created in the GDS is a real, retrievable booking record held with the airline. What is a PCC? A Pseudo City Code (PCC) is the unique identifier assigned to a travel agency by a GDS provider. It is the authenticated 'address' of the agency within the GDS network. All PNR creation, management, and cancellation happens under a PCC. Without an active PCC, API access to a GDS is either unavailable or limited to read-only pricing data — you cannot create bookings. Why this matters for TCS TCS sells real, verifiable flight reservation confirmations. The PNR must be retrievable on the airline's own booking lookup system by the customer and by visa officers. This is only possible with a PNR created through an authenticated GDS connection under a valid PCC. Template-generated or simulated booking references do not meet this requirement and are not acceptable. ⚠ What we need from you You must hold an active PCC under Amadeus, Sabre, or Travelport — OR have a confirmed sub-agency arrangement with a host agency that will permit TCS bookings under their PCC. You must be able to demonstrate this with documentation or a live test booking before a contract is signed. If you are working to obtain PCC access, please state your current status and expected timeline clearly in your application. 3. Target Markets & Language Requirements The platform must operate fully across six language markets. Chinese-market traffic must be served from a Singapore-hosted server node to ensure accessibility from mainland China. Core Products 4.1 Flight PNR Service — Primary Product The core product. We sell real, verifiable Passenger Name Records generated through an active GDS connection. These records must be retrievable by customers and visa officers directly on airline booking lookup systems. • Real GDS-sourced PNRs created per flight segment — not simulated, not templated • PNR retrievable via airline website booking lookup by reference number • Automated booking and cancellation lifecycle management (hold then cancel before ticketing deadline) • Single-leg, return, and multi-city itinerary support • PDF confirmation document: full itinerary, passenger details, booking reference • Document delivery within 10 minutes of successful payment 4.2 Hotel Reservation Confirmations Three product tiers with different hold durations: • Standard Hold — 24 to 48 hour reservation confirmation for short-stay visa applications • Extended Hold — 14-day reservation confirmation for longer visa validity requirements • Full Package — Complete hotel booking with full documentation for visa submission All tiers: automated confirmation PDF, real booking reference retrievable with the hotel, delivery within 15 minutes of payment. 4.3 Travel Insurance Certificates Genuine, verifiable certificates from a licensed insurance provider via white-label or API partnership. Certificates must be real policies retrievable by policy number — not template documents. • Schengen-compliant coverage: minimum €30,000 medical, repatriation, emergency assistance • Policy number verifiable directly with the issuing insurer • Automated certificate generation and delivery post-payment • Coverage dates configurable per customer travel dates 5. Technical Requirements Summary 5.1 Platform Capacity Target Volume: Up to 3,000 Transactions Per Day The platform must be architected to handle up to 3,000 completed transactions daily across all product lines combined. This includes GDS API calls, hotel API calls, insurance API calls, payment processing, PDF generation, and email delivery — all potentially concurrent. Infrastructure, queue management, and API rate limit planning must account for this volume from initial build. • Sub-3-second page load globally; sub-5-second via Singapore node for Chinese market • 99.9% uptime with redundancy and automated failover • Asynchronous job queue for booking and document generation tasks • Database architecture capable of 3,000+ daily writes with full audit trail 5.2 GDS Integration (see Section 2 above) • Active PCC under Amadeus, Sabre, or Travelport — mandatory • API-driven PNR creation, retrieval, modification, and cancellation • Automated timed cancellation workflow before airline ticketing deadline • Error handling with fallback flight selection and admin alerting 5.3 Payment Processing • Primary gateway: Checkout.com or PayTabs (UAE/MENA approved) • Multi-currency across all six market languages • Apple Pay, Google Pay; WeChat Pay and Alipay via Singapore node • UPI for Hindi/Indian market; Mada for Saudi market • PCI-DSS compliant; fraud detection layer 5.4 Multi-Language & SEO • Six language builds with hreflang; full RTL for Arabic • SEO-optimised for high-volume visa-related search terms per language • Chinese version: Baidu optimisation in addition to Google • Full CMS capability per language for content management 5.5 Admin & Operations • Admin dashboard: order management, PNR status, revenue reporting • Customer portal: order history, document re-download • API health monitoring with alerts for GDS, hotel, insurance, payment failures • Automated document re-delivery on request 6. Candidate Requirements We have been through a developer engagement that failed due to inability to deliver GDS integration. To be considered for this project, you must meet the following requirements. Applications that do not address the GDS/PCC requirement will not receive a response. ⚠ Mandatory — GDS / PCC Verification You must demonstrate active GDS access with a functioning PCC before progressing to contract stage. This means: (1) stating which GDS you have access to, (2) confirming your PCC or sub-agency arrangement, and (3) being prepared to provide a test PNR as proof of capability during the screening process. This is the single most important qualification for this role. • Proven GDS API integration — Amadeus, Sabre, or Travelport — with references or live examples • Active PCC or confirmed host-agency sub-PCC arrangement • Travel industry platform development with real booking workflows • Payment gateway integration in UAE or MENA region • High-volume e-commerce architecture (3,000+ daily transactions) • Multi-language builds including RTL layout • Singapore hosting experience advantageous for Chinese market routing 7.
