I’m putting together a mobile application focused on city-wide public services and utilities. The core idea is to give residents everything they need in one place—schedules, alerts, and, most importantly, a robust customer-service hub that still works when users are offline. Key functions I already know I want: • A “customer service provide” section that combines live-chat style interaction, a searchable FAQ, and a simple ticketing workflow. All three components must remain usable even without data coverage, then sync automatically when the device reconnects. • Space in the architecture for classic city features—garbage collection calendars, real-time transit updates, and community event notices—so we can switch them on as soon as the data feeds are ready. What I need from you is the full mobile build (Android and iOS with a single React Native or Flutter code-base is fine, but I’m open to suggestions), an admin panel where city staff handle tickets and chat, plus clear documentation that lets municipal IT keep things running. Acceptance criteria 1. Users can read FAQs, open a ticket, or draft a chat message in airplane mode; content syncs flawlessly once online. 2. Push notifications fire for ticket replies and service alerts. 3. Source code, build instructions, and a brief hand-over video are delivered at project close.
