need two tasks done in existing static html

BUDGET IS EXTREMELY LOW. SO PLACE BID WISELY ============== task 1 = add skeleton loading in existing html. There is textbox when clicked, opens dropdown, need to add skeleton loading for 2 seconds and then show existing dropdown task 2 = show no record html when no content found
