Project Overview: A real-time GIS-based map is required to visualize property tax collection status. Each property has a unique property number and associated data in Excel. The goal is to assign each property to its respective polygon on a base map and update the tax payment status in real-time using data from the property tax portal. The solution will be hosted locally on a dedicated offline server or PC. Objectives: 1. Assign unique property numbers to their respective polygons on the base map. 2. Transfer all property-related attributes from Excel into the polygon layer. 3. Fetch property tax payment status from the online tax portal using unique property numbers. 4. Reflect tax payment status on the map in real-time. 5. Host the interactive map on a local offline server (PC) for authority access. 6. Provide an easy-to-use interface for non-technical users. Scope of Work: Import the base map (GIS shapefiles or equivalent) into GIS software. Link each property polygon to its unique property number. Integrate Excel data with the polygon attributes. Develop a script or program to periodically fetch the tax payment status from the tax portal (via API or scraping if allowed). Real-time updating of the map to reflect paid/unpaid tax status. Local offline server deployment using Python, Flask/Django, or other suitable frameworks. Optional: Export functionality (PDF/Excel reports of tax collection status). Ensure the map is interactive with filtering, zooming, and property search options. Required Skills: GIS software experience (QGIS, ArcGIS, or equivalent) Python programming (Anaconda, Pandas, GeoPandas, Flask/Django) Web mapping frameworks (Leaflet, Mapbox, or Folium) Experience with API integration or web scraping Database management (SQLite/PostgreSQL/PostGIS preferred) Front-end basics (HTML, CSS, JavaScript) for map visualization Deliverables: 1. Fully functional real-time property tax collection map on a local server. 2. All scripts/code used for data integration and updates. 3. Documentation for using and maintaining the system. 4. Optional: PDF/Excel export of property tax status. Preferred Freelancer Requirements: Proven experience in GIS-based web applications. Experience in Python-based offline server deployment. Understanding of property tax systems is a plus. Ability to provide clear documentation and support for local deployment. Timeline: Initial prototype: 2–3 weeks Full deployment: 4–5 weeks Budget: Open for discussion based on expertise and proposed solution. Additional Notes: All work will be hosted locally on the PC. Freelancer should suggest the best method to fetch real-time data from the tax portal without violating any rules.
